Title 38 United States Code Section 3679(e) School Compliance Policy

Policy Statement

In accordance with Title 38, United States Code § 3679(e), the University of California, Merced has established the following policy to support students who are using U.S. Department of Veterans Affairs (VA) education benefits under the Post-9/11 GI Bill® (Chapter 33) or Veteran Readiness and Employment (Chapter 31) while VA payment to the University is pending.

Policy

Effective August 1, 2019, and in compliance with 38 U.S.C. § 3679(e), University of California, Merced will not:

  • Prevent a student’s enrollment;
  • Assess late payment penalties;
  • Require the student to obtain alternative or additional funding;
  • Deny access to institutional resources (including classes, libraries, or other facilities) available to students who have satisfied their tuition and fee obligations.

provided that the student:

  • Submits a Certificate of Eligibility (COE) for educational assistance under Chapter 33 or PO Authorization Letter for Chapter 31, and
  • Submits a Veteran Enrollment Card;

Coverage Period

This policy is effective for the period beginning on the date the student provides the required documentation and ends when the VA provides payment or 90 days after the institution has certified tuition and fees, whichever occurs first.

Student Responsibility

Students remain responsible for any tuition and fees not covered by VA education benefits, including but not limited to housing, meal plans, books, and other required supplies.
